Kirk Burroughs – Senior Director of Technology for QUALCOMM Engineering Services Group – Chair of ILA
Kirk joined Qualcomm in 1999 and provides system engineering support for the broad range of QUALCOMM positioning product lines including those related to the positioning of E911 calls. He is also a representative for QUALCOMM at many standards body including ATIS, 3GPP, 3GPP2, and OMA where over the past 14 years has been instrumental in the creation of several key E911 related standards including J-STD-036. He has spoken on many panels hosted by ATIS, the FCC, and NENA. Prior to joining QUALCOMM Kirk spent 10+ years working for multiple carriers, including Vodafone, AT&T, and VZW, both domestically and internationally.
He holds a BS in Electrical Engineering from University of California, Berkeley and a MS in Information Networking from Carnegie Mellon University. He holds 28 granted US patents in the positioning technology and emergency services domain.
HERE Enterprise
Jouni Kämäräinen – Head of Positioning Products – Board Vice-Chair of the ILA
Jouni Kämäräinen joined HERE in October, 2015. Jouni is managing the positioning products in HERE Enterprise product management. Jouni Kämäräinen worked for Nokia for over 20 years in several Nokia business units; such as, Nokia networks, Nokia Multimedia, Nokia Ventures Organization and Nokia Research Center. In Nokia, Jouni Kämäräinen was most recently responsible for industry collaboration and standardization activities for location based services and solutions.
Jouni Kämäräinen has participated in different industry collaboration projects and industry forums, like BMCO Forum, DVB Project, EICTA and IPDC Forum. At the moment Jouni is the Vice- Chair of the In-Location Alliance, which is promoting indoor location based services and products.
Jouni holds a master’s degree from the Tampere University of Technology and eMBA from Helsinki University of Technology.
Broadcom
Prasan Pai – Senior Director of Product Marketing
Prasan Pai is involved in the marketing of wireless solutions, including WLAN, Bluetooth, NFC and GNSS products, for the mobile phone segment. He has been with Broadcom for the past 9 years in various marketing roles for the Wireless Connectivity Group, including the highly successful series of WLAN and Bluetooth combo chips.
Cisco Systems
Brian Hart – Principal Engineer
Brian Hart received his PhD in wireless communications from the University of Canterbury in 1996 and was a Fellow at the Australian National University 1997-2000, then joined the 802.11a/b/g semi-vendor Radiata Communications until its acquisition by Cisco Systems in 2001.
While at Cisco Systems, Brian has contributed to IEEE 802.11 standardization (802.11k/m/n/v/y/aa/ac/ad) and Wi-Fi Alliance Certification (Wi-Fi Direct WNM, VHT5G, 60GHz) for many years and also contributed to internal Wi-Fi and location development, including as the principal signal processing engineer for Cisco’s Wi-Fi location platform (Mobility Services Engine) 2005-2009 and next-gen location strategy within the mobility CTO group. Brian was also a director of Wireless Gigabit Alliance 2011-2013.

Magnus Persson – Master Engineer Positioning
Magnus Persson is a Master Engineer of Positioning and responsible for positioning research and strategy for 7 years. The last 4 years focus has been on Indoor Positioning.
Magnus is a frequent participant and speaker at positioning conferences and is active in many research projects which allow him to keep up to date on all aspects of Indoor Positioning. He was also a member of the JSR-293 Java Location API 2.0 expert group.
Sony Mobile does not have any proprietary positioning technology that is to be promoted. Instead the goal of the participation in ILA is to make the best available solutions interoperable and available as soon as possible.
Telecom Italia
Fabio Malabocchia – Senior Project Manager
Fabio Malabocchia is a Senior Project Manager and has been working for the last ten years in the Innovation department focusing on the technologies related to mobile devices and applications. His current interests address the services exploiting proximity technologies in integration to the cellular network. Current applications of interest include: emergency services, multimedia communications and location based services.
He contributed to several SDOs and currently is the chair of the Use Case Working Group of the In-Location Alliance. He published several papers on the topics above and has extensive experience in lecturing at the University, including the course “Mobile Devices and innovative services” that he taught for many years at the Polytechnic of Turin.
